Finally getting to address this point:

This assumes that an event has "slot reservations", which I think very few have actually had. DMs make an effort to integrate players that have a stake in the particular chain of events (for instance, including Pom if Pom was in previous Hunt for the Artifact events), but at the same time are completely open to new ones joining in (Tamryn joins in the last event in the sequence even though she wasn't there for the earlier ones).

As for announcing specific events to people that they're intended for, though... Yup! That's why we have faction-specific message boards, and why we love for you the players to join factions. It'll be fun, you'll meet new and interesting people, and kill some of them! And you'll have a lot more to do and plot.
