Is the Drow race permanently locked for playing?

It would be extremely sad if it were.....Oh how I would love to play a dark and malicious black elf. I'm only waiting for them to open up and recieve applications for them.
Yes I would love to play a Drow, they are my favourite race, but I seem to remember something about them being DM only, not 100% sure though..

As I heard it, it was the Great Gygax's final wish that the Drow be removed from our plane of existence, as he was always partial to the Gnomes. In fact, rumor has it that they're removing from the Drow from the 4th edition books entirely in a last minute tribute to Mr. Gygax. From what I hear, Lolth is being turning into a talking cow by Mystra (and never let it be said that she has no sense of humor) and the Drow are to be replaced by half-man turtles called Torti. You're quite welcome to play one of those. I think Puck would welcome the companionship.

There have been many threads concerning Drow and the DMs decided that player drow were too much trouble at this time, if I remember correctly.
There were drow players here a long time ago and there was much grief on both sides concerning PVP and other issues; therefore, the DMs banned them for players.
Will they be playable in the future, I cannot answer that.

Furthermore, I think Drow really shouldn't be open until, or if, an underdark region is open. This way, the Drow can be stupid and evil all alone where they belong, and have only periodic interaction on the surface, since that should be a profoundly rare thing anyways.
Surface Drow, whether they follow Lolth, or that other love-sucking option, are an oddity. And they should be.
Drow are the things of nightmares in this setting, and they would logically have to be KOS for any normal individual. Including all of Exigo and Sundren governments. Therefore, until they'd have a place of their own, it just makes no sense to have them opened.
