So if you want to get close to PhB and PnP. First a scroll level 1 would cost about 12 gold to make, it would also cost you 1 XP and take a full day to scribe.
Had that been a level 9 scroll it would cost you about 1912 gold & 153 XP, and it would take you 4 days. And this is asuming you write it at the lowest casterlevel possible.

Real prices and full scribe time too. It would also improve the RP between a wizard and his apprentice(If it even exists). and it would stop abuse of, for example, Raise dead!
I actually like that idea. Atleast it makes the feat work as it's supposed to do.
Or boil it down to an XP cost, a gold cost and a one scroll per day limit.
