Hmm, I would be ok with reduced spell recovery, but no spell recovery? That's extremely harsh to pure spell casters. I guess Scribe Scroll will become very important in either case.

I hope that they are reworking the dungeons and areas if they are going to put more restrictions on spell casters. Realistically, only spell casters can really survive in a lot of the higher level areas.
I have a DD that can get his AC pretty high, but his AB isn't that high and he has no magic resistance, so casters beat him like a circus monkey.

I do agree with roguethree on this one. It is ridiculously hard to get the ingredients and then make such a ring, why not make it a bit more powerful. Give it the power to provide the spell for say 20 minutes at a time or at least enough time to get through a difficult dungeon.
Sometimes items are put in the game and cost a hell of a lot of money or reputation (super money) but they give like a spell ability, but as a level 3 caster, at 60 seconds per level, which is 3 minutes.

This sounds like the best solution thrown out so far. Permanent non-dispellable is too much, but 7 minute FoM for something that needs a King's tear + other rare ingredients? What Pagan's suggesting would be a good compromise. Maybe anything that would normally be permanent effect should just be caster level 20 for duration and dispelling purposes?UTC+8

I typically reply cordially to anything that doesn't involve taking a virtual hammer to the groin of the player base and give them a messy castration with no anesthetics. Feel free to browse most of my post history, it's not nearly as long as some members. I personally think there are easier and simpler ways of doing things than completely redoing entire system mechanics to bring spell casters down when we could just bring mundanes up.Active

I'm fairly certain I'm still the only person who's bothered to make one of the rings, so I ought to weigh in on the matter.
They kinda suck.
The amount of effort that went into getting my FoM ring:
Finding a King's Tear (Took awhile)
Finding 10 snake skins (Required DM intervention)
Finding someone to cast the DC 24?ish FoM (Took awhile)
Actually using the recipe (Required DM intervention).
The reward:
a combined 21 minutes of FoM, three castings of 7m. It's also easily dispellable.
The simple fact is that even if the rings lasted forever and ever and ever, nobody would make them because the item requirements and recipe are broken. Not to mention the other awesome stuff you can do with a King's Tear (+4 armor, undeadbane gemthing)
However, as they currently are there is virtually no point to anyone making one. A seven-minute length means that it's useless unless you are absolutely certain there's an enemy about to cast Bigby's on you. Xaayne only ever uses his because a DM took pity on how awful it was and added a 1/day Lesser Restoration to it (Which is actually pretty handy.)

Could persistent item effects be coded to be temporarily suppressed while the target has their spell resistance reduced from dispel magic? This could make abjurations beyond Mordenkainen's Dysjunction more useful because they have a chance to succeed, and it would guarantee that simply having the items doesn't make you immortal.
Then again, this can inadvertently mess up casters/paladins/rangers that equip items to even think about using their spell levels (ie. they get dispelled and lose spell slots, but once the effect wears off they don't get them back), and it can also inadvertently make casters more powerful because they have access to said dispel magic (ie. "I care not for your Fullplate of Burglary +4").
