Update to Spells and Feats

((The missing feats will be added later as they require a bit more playtesting for balance issues.))

Where will you find these spells?

Clerics and Druids: Automaticlly available.
Sorcerers, Wizards, Bards, Favored Souls, and Spirit Shamans: Selectable at level up.

Scrolls exist for every single one of the spells and will be available. **NOTE** at first they will be rather rare as it takes a lot of work to stock stores, so look to other wizards and to loot drops for the majority of your new spells in the beginning.

Scribe Scroll, Brew Potion, and Craft Wand DO work on the new spells where applicable.

And to provide a reference on the time spent, you can estimate each spell and feat requires 20 to 30 minutes for scripting, 2da modding, tlk data entry, and then beta testing. Make sure to thank Saulus for his work and time. And I'd like to thank the couple of players that let me pick there brains about the impact of certain spells.
