That was indeed very weird. There were never that many before... Then boom! Server goes back up, 3 out of a 4 population are half-orcs

I just found the time to get back into the game and was overjoyed that old chars were still playable.

Unfortunately I logged in to find my character list empty. Is there anyway to get an old character still?

I'll create a new one now, to get back into the world, but I'd really like to have one of them back in particular, Qasim al-Bhaelros!

Noone has their old characters anymore, so no, there is no way to get an old one again.

Make sure you don't have any overrides.
