Okay I have wandered Sundren gate talked to EVERY npc I see. and yet to see the two different NPC's for different quest.
The NPC in the Barracks is identical to the NPC by the starting towns gate by the exit away from Umberlee's temple by the Smelly smith world transition.
So...am I blind? is it somewere else? Did he go on vacation? or hate hin?
The two quest Npc's I am looking for is the one were I need to deliver a note from Sundren and get farming gear for Jacob.blame everything right in my life on god -Me.

Yeah I have the same problem, I know that this NPC used to hang around outside the barracks because I did that quest earlie, but now he's simply gone and no, you can't find it from inside the barracks either.
The NPC's name is Praetorian Invictus or something like that so could someone please check if he's still around or have some DM quest got him killed etc?
