Raging monk? Goku or Naruto(pre-sennin training).

That and the fact that the rage has to be worked upon like any skill. You dont merely get angrier. You have to work on building the force of it much like a black belt works on his Kiai (his shout or fighting spirit. Which as a martial artist myself makes a hell of a lot of difference)

...What kind of 20th level barbarian has a base Str of 10? A pixie barbarian?

'Heh, I think you made it angry.'

      The next day....

"READ ALL ABOUT IT, LEGION CAMP LEFT WRECKED AND DESTROYED, NO SURVIVORS, ALL WOUNDS WERE SIZE OF SLING BULLETS, ALL HALFLINGS ARE TO REPORT FOR QUESTIONING"
Running across the mountains, attacking with an oversized scalpel, cometh Helga Great-Wyrm! And she gives a mighty bellow:
"Brace yourself, oh human speck of dust! You are made of meat and I am very hungry!"

This is probably a good idea anyway.
