Hooded masks; Do you think they grant complete immunity from visual recognition?

After reading this thread, and doing a bit of research, I will say that this comes down to disguise vs Spot skill.

Therefore, Masks & Hoods will give +10 to disguise.

Please note, spot rolls get a -1 vs Disguise for every 10 feet away from someone you are.

This is my ruling, mostly because this discussion comes up over and over again and a hard rule is what it sounds like we need.

By the take 10 rule of standing NPCs and such, you'll never be identified without their having higher spot skill.

To me, spot does not mean you "See better than others", it means to me you "Notice things better than others", considering what you roll against. So, noticing who someone is should come down to spot skill.

Now you can argue, "I Have mask and hood, HOW? You can't see through it!" but I agree with the argument that there's so many possibly distinguishing marks, mannerisms and more that have little to do with your hair and mouth being covered. Hell, you could have some distinguishing features about your eyes.

Like I said, we all see the same picture, just some people can connect the dots. I think a mask/hood makes it difficult to connect the dots, but not impossible, so +10.

Anyways, is the +10 automatic or are we going to have to fight folks to let us add it to our disguise (hood) vs. spot roll?

There is only one store I know of that sells masks/hoods. Could the items sold there be changed to give a +10 Disguise (and the gold cost be decreased, since such a big skill check would make the hoods incredibly expensive)

And since players have no real good way to judge distance accurately, could the DMFI spot rolls be changed so that, when a PC targets another creature with a spot check, the system gets the distance between the two and applies the penalty?

It would also be neat to add the same penalty per 5 foot distance to Listen checks as well, and take that into account when invisible people are doing their automatic Move Silent checks.

I'd ask the a doppelganger what they have to say about the stimulus question. They confront this issue everyday much to their chagrin.
