I edited my post because it was unfair to the DMs who work super hard to make a great world.
Also, I thought I would throw a few suggestions out there for them to mull over. It seems that the DMs have loosened the cap a bit and hopefully I can come in for a bit and see what happened.
I also want to see if Cirion went to look at that giant spider web I told him about Monday night

Falmari has just gone down from lvl11 (which you said) cap to lvl7. He is lvl8 Druid at the moment.
Im a bit pissed at this because I was gaining XP a day ago and now Im not. Least it means I can afford ungodly shit for a lvl8 character. Ill probably be the first 40AC lvl8 character

We're looking into the rates. The system is in place, but the ratios of time played to max cap may change. May.

So, the way I'm reading it and fiddling about with some of the partial(assumed) knowns and uknowns. It looks like the wise thing to do would be the tried and true "grind and horde".
Which, essentially is grinding solely on mobs, and if you happen to reach your level cap, you start questing or turn in a handful of quests and look for more so your xp/hr does not suffer such a hard hit, all the while logging time so you end up getting back in the normal state.
However, if the trickle-time is reset by gaining quest xp, it's best to gather quests, grind, then turn in all at once, thus maximizing the potential of your quest XP and minimal "cooldown" on when you can again start the grind portion.

Folks, I'm going to lock this thread.
The staff isn't very happy about the way some folks have reacted to this. I don't want to lecture the entire server, because most of yall have given feedback but kept it perfectly reasonable. I think leaving this topic open is just asking for trouble though.
I do want to emphasize, it's been less than a week since these changes have been implemented. Again, the system is there, but ratios will be tweaked to make sense.
I would like very much if we all took a step back, got some perspective and relaxed. When new things are implemented, it sometimes takes a week to iron them out. Hey everyone, one final note regarding the level cap.
Please don't ask DMs to increase your level cap, either in-game or on the forums. We've taken a new approach to the level cap. Your level may be beyond your level cap, but we want folks to put in more time to access high levels (11+). We can't make exceptions or we'll have to bump up everyone.
