Why not make everything a whole lot more simple and, rather than making a new area, pick an already-existing area and add spawns, or change the spawns already there. You could make the outside of Schild Mountain easier with the spawns, and make it all the more difficult on the interior. This would permit the mid-level range to have their place to get experience without having to detract from the overall power of the Veritas as a whole. This requires no mapping whatsoever, and only a revisiting of spawns and numbers.
You could do the same thing for Mossdale, once it comes out. Since it will be more than one area, you could place watered down spawns on the outer edges, and as the forest becomes thicker and more dense, so do the enemies. You could also put spawns in Shar's Abaddon, which is a beautiful area that was previously empty in all regards, though would be ideal for some kind of bullshit army of shadows, say, for mid-level players. The Untrodden Grounds are also relatively unused in the way of spawns, save for a few animals that nobody can ever be bothered to go hunt. Nice area, and could be home to something more dangerous than wild-life, and less dangerous than Slitherscale, Veritas, or Bloodmaim Orcs.
Alternatively, scale the Cartel. The deeper you go, the tougher they get -- and of course with toughness comes more experience.
There are more options than having to go through the painstaking process of mapping, finding a mapper, or editing maps sent by those who outright suck at mapping in the first place. In my opinion, this is being made more difficult than it has to be.
