I don't know if this is even possible, but if it is, it would be a huge help I think.
Problem: If you want to buy something from another player, you have no idea, and no way to tell what their items are worth, unless you remember what you bought/sold them for previously from an NPC. For example, someone finds some rare gem, lets say a ruby, and they are just going to sell it to an NPC. You want to buy the ruby, but how do you have even a remote idea of what its worth? Sure you could ask them, but they need not tell you the truth. A character with appraise ranks shouldn't have to rely on someone else to tell them what its worth.
So I'd suggest that an appraise tool be made, so that you can use it somehow on items in the barter screen or your own inventory and get a ballpark idea of how much an item is worth. More appraise skill could give a more accurate value. I'd say this should be its "true" value, since merchants pay varying amounts for items and sell them for different amounts as well, but these are all some percent of a "true" value.
