No.. it does not add to all weapons. I know that for certain because not only does the description say so, it's the same in PnP.
From PnP:
Insightful Strike (Ex): A duelist of 3rd level or higher, wearing light armor (or no armor), and carrying a light load (or no load) may add her Intelligence Modifier (if any) to the damage she deals with any light weapon, or a weapon she has taken Weapon Finesse with, against any creature that she could affect with critical hits She also adds a +2 to her rolls to confirm critical hits, and an extra +2 every third level thereafter.
Since in nwn2, any light weapon or rapier is considered a finesse weapon, I'm positive that's how the insightful strike feat is going to work in the expansion.
As for your build and my comment on how it wasn't putting the primary strength of the class to use, I was looking overall at the strengths and weaknesses. Sure, the damage output of such a build would be incredibly high and fun to see the big numbers fly, but defensively it would be rather lackluster. Either that, or you give up AB to get a reasonable AC/hp.
You'll be wearing light armor, so most likely a chain shirt if you're going for pure strength. To make good use of your swashbucklerishness, you'll want 16 int to start with. With strength you'll likely also go for 16 str. Or even 18. At 16, you'll have only 10 points left to spend on other attributes. With 18, it's 4. Assuming you keep wis and cha at their bare minimum, that still isn't a whole lot to put in dex and con. Now, if you were to forego strength and maximize your dexterity, you'd get something like this:
tiefling (-1 level adjustment for the perfect stats.. definitely worth it. Especially since your int bonus to damage isn't halved on the off-hand like your str is, int is the better stat for damage output)

con 12
wis 8
int 18
cha 6
Mix swashbuckler with a couple of rogue levels (high level 1 skillpoints, sneak attack, evasion) and duelist as PRC to get AC bonus on your levels, precise strike and flourish...
Your build and one like this probably differ in damage output by maybe an average of 10 per hit (taking halved str and power attack bonus on offhand into account) on a favored enemy, but it's negated by precise strike, flourish and sneak attacks. At the same time, like this you get over 10 more AC, roughly equal AB, skillpoints and hp, and better reflex saves with complete damage avoidance (granted, a bit worse against fort and will). The only disadvantage is that it's cookie cutter
The blast is better than the shield, but yes.. they might need a little bit of con. But taking it all into consideration, losing out on 1 con is like losing half your level in hp, which really isn't so big a deal if you at how much damage you get for it. At level 15, a warlock would lose 15 hp for every two blasts and do 12-72 damage on top of normal blast damage, for a total of twice as much. 24-144 damage to multiple targets, no save allowed, in two rounds at the expense of a meager 15 hp.
Even if you only have 12 con, you can still keep that up for 11 rounds, for a total minimum of 132 damage, an average of 462 damage, max 792. Considering many characters only barely reach that minimum amount for their total number of hitpoints... That deal with the devil is a little too sweet for my tastes.

Gives warlocks more power but also makes those building them have to up their con to use alot of blasts or sheilds.
