I think the feat is somehow bugged, for I too experienced this problem with the feat earlier with my old character, it first gave me outstanding caster level and then after some update it stopped working altogether, I verified this by casting several spells such as the Spell Resistance, which displayed that the whole feat didn't work.

So if anyone plans to take these feats I strongly recommend caution, they might work but they just as likely might not.
