Hmm. A group of leaders. Yes, that'd be nice. Instead of just one leader, so even if one dissapears off, you got more. But then again, theres the problem of DM's focusing on Guild members too much.. Which I really reaaalllly hate.

Personally, I see Engaging storyline and Treasure & Rewards, Character Development as being the same thing.
As for DM events, we shouldn't have one set of players solve all the issues all of the time. Each clique should be drawn into helping solve a single, but equally important piece of the whole event puzzle.Myrddin Ariandraig

I've never seen player run guilds work very well, not once. Not only does it divide up a world already designed to be divided, but it also winds up being like clubs, and some people just don't fit in an lose a place in the world. I say people should join already established organizations in the lore.
I voted areas to explore, but I think I'd vote character development second. DMs can't always be around, and people need things to do when they're not. Natural choice, no matter who you are, tends to be "Seek conflict". If you can't find it in RP then dungeon crawling and exploration tend to be next. Growing your characters is just natural part of owning them.
I've had time to poke my head in other NWN2 servers, and I have to say. It's not a great deal of fun to sit around a fire and chit chat whenever you're on. Which tends to be default behavior without a DM present. I just wish more people liked player conflict like I do ^_^ I love rivals, I love getting crap kicked out of me, and I love the rush from it all. It gives my character something to strive for. If I'm playing a paladin, I look for the Blackguards to be my skeletor so I can have someone I can challenge all the time. Verbally or physically if the need arises. It really helps.

I went with Engaging storyline myself for a number of reasons that have already been said.
This is important for the production of 'good' evil characters. Too many times we run into the old problem of having evil players that just sit around doing nothing... or just standing around with a bad attitude. I feel it needs to be known that the evil characters, who go out of their way can do all sorts of nasty stuff. This however falls under more DM work.
One thing to help with that is to give Dm's control of specific factions and npc's. This way if a player wants to talk to the goblins, they go to the goblin Dm. A little Dm communication can help sort through everything that's happing.

Quick note on another thing.
I don't actually believe in "Low level areas". Thats right, I don't think they exist. The reason is simple.
How could they exist? Unless they are like rats and mate like crazy and can hide in the smallest places then they'll all get killed off by normal patrols of humans (The npc's) let alone all the adventurers that swoop in.
I know the justificaction sometimes is, the area and there numbers is bigger then what we can make, but so are the knight npc's and if these things are this weak then they'd get hunted down.
The way to get around this is to increase the difficulty the further in you go. The outside is lowlevel, inside is medium, and the deep is holy c***.
Plus it is really cool to watch a band of goblins kick total ass with traps and sneak attacks coming from all sides.

Ok, my spin on Character vs. Character is honestly, I don't care one way or the other. But, Character vs. Character does not have to be alignment based, it can be a whole host of things, like, "No, my belief is Helm is the right one, and yours is heresy."

I agree and disagree with what Kasso said reguarding magical Item drops.
Magical Item drops over +1 should come from Player crafted, agreed.
But also from dungeon bosses which should be made hard so players would need a party or a few people to take it down.
The king of Ogres would no drop have a treasure horde, stocked up from Raids. Think about that.
I voted for storyline but thinkg about it, more areas to explore should have been my first option. As Godbeast pointed out, character progression is as important as owning the character, besides RP wise you need high rolls for conversations to start conflict and so forth.
I find my self dungeon crawling alot because of lack of involvement on the server, standing around for hours on end chatting about topics discussed over and over is just boring. Only ever conversing with the same group of people can also be boring.
There is in my opinion barely any player vs player conflict, because all the so called "evil" based role players only ever conspire amoungst each other against say.. Sundren it'self, how do other players get involved? They don't.
I believe that DM controlled guilds is the best way to go, this way there can be little predjudice against players when it comes to enrolling them, the DM's can use their controlled character to enforce what the sub-ordinates must do and by doing that, other players can notice their is an Evil community and start causing conflict.
Reguardless of what you believe reguarding role play, Player vs Player conflict is essential, if you dismiss it then you might as well play on a Socialising server.

Well I admit, I do like the fireside chitchatting. Plus the things people are willing to say that can be used against them later.... errrr

A long time ago, I think it was Saulus promised Red Blades recruiting, so I made a character whose goal was to join the Red Blades, lol.
