My tiefling has 8 Charisma. His appearance, while average, is still supposed to set people off a bit. He's a bit unsure of himself, and doesn't convey his thoughts well sometimes.

Bad conversation skills and a general disinterest in social interaction could be a good start. That's how I played a monk of the Long Death with a low charisma.
But there are plenty of ways to be disliked. Perhaps someone who is perpetually drunk? It's really hard to get along with someone with no sense of logic. Or how about a ranger or druid who can relate well to animals but can't with his fellow human beings or elves, what have you.
Really, the skies the limit. Take a look around you and you'll see plenty of dysfunctions that can be transformed into a fantasy setting. It's like a tip of an iceberg when you really start to ponder it.

Odious Personal Habits: An orc with less then eight charisma would sit in a bar, smelling like raw fish because he doesn't bathe much while cussing and picking his nose, likely eating it too. He drools, he spits, maybe even smokes right next to people who clearly don't appreciate it but don't say anything. He might also fidget, tap his dagger on the table constantly or bite his nails...
Poor Communicative Skills: Accused person is accused of treason, but when recounting the details of his actions mixes up events, confuses things and explains things so inconsistantly that no one believes him. He might stutter, pause, slurr, have a speech impedement or speculate poorly about certain things. "I uuuuh. I dunno really what happened for sure. First there was a weasil and ted said you should do it and I disagreed, but you know ted he's an idiot anyways, but he'll vouch that I didn't tell the enemy that I told them about our orders. *all the while he stares at some woman's breasts*" The accused has a hard time telling the truth, much less telling a lie "I-I *swear* by uh...Lathaniel! Yes, that's the guy, that I didn't disclose the orders. I sweaaarrrrs it!"
Getting nervous and choking during a performance, bad charisma also. Failing to get a job during an interview because you got so flustered that you forgot the formality of the conversation? Bad charisma. Putting your arm around your girl too early on your first date? Bad charisma.
Being So Ugly That Your Words Aren't Noticed: Bad charisma.
Being a Shut In: People with weak personalitys who are overly timid and shy, or afraid to speak up would have really low charisma. People react poorly or show pity because they don't understand their behavior.
Chaotic Characters and Bad Charisma: Be it chaotic good, neutral or evil: Jumpy conclusions, violent outbreaks, fits or otherwise abrupt and uncalled for behavior is always a good way to show your poor charisma. Being constantly grumpy, angry, picking bar fights or otherwise getting upset or passionate for no good reason is a trademark of low charisma for a chaotic person.

Scarlett has 10 CHA, 14 with buffs... I just play her averagely in that sense, unless shes buffed.
