Actually, what with RPOTM now being obsolete, how will people apply for locked races and classes? That was the only official method of attaining such.

Well I don't believe that does much to alleviate the problem. I think there should be a new way to apply or qualify for locked races and classes, rather than saying "Nobody can have them for an indefinite period of time".

Indefinite could mean an hour or a year.
