I have yet to see the goblin chief, or the Banedead spawn as well. I have the goblin chief quest, but as of yet, he's a no show,

Disregard my last post. Evidently I didnt actually have the quest in my log. As soon as I talked to the exigo spokesperson at the camp and returned to the caves the chief had spawned, but still no baneguard.
I'm assuming the spawn is triggered by the quest now, unless you just happen to be unlucky and reach the spawn after someone has just killed it.
It appears though, that without the quest you cannot get either "mob" to spawn.Tis now the very witching time of night,

Maybe It's against the nature of the quest system, but the staff can do a list of the quests and where can start it? Like in another PW.Lucy Majer - "Squire of ???????"

This is IMHO:
I'm not in favor of detaling quests to people, even if it is just their start locations. This type of spoiler is right up there with telling people where all the secret areas can be found at, or how to find the secret feats in the game.
I'd hate to see the quest system reduced to someone mathematiclly formulating which ones to take at what point in there development based on the xp and gp reward. I would be completely disheartened.
Plus take into consideration that some quests are faction only. And since you can only be in one faction at a time, this makes it confusing as well.

The spawns seem to be working fine for me, yesterday I encountered the baneguard once and killed him, and the chief twice, killed him once, second time he kind of jumped me when I wasn't looking for him so I ran away.
