How do you join a guild, is it via In game dialog though a NPC or IC thread in the required guild Thread?

If you are talking about in-game factions, and not player-run guilds, I can answer that. You can't.

The in-game factions are dependant on a faction reputation system, and will offer quests, access to high-level stores, and DM driven events.

Once these systems are complete, factions and their attached accessories will become available to all players.

That's not exactly true. You can get in through RP for now. Eventually the quests will allow people to get in and such without DM help.
