Now that we are jumping forward 50 years, would the DM's consider setting the faction forums to public? At least until new Sundren goes live?

Actually I would suggest tacking all the old factions forums and moving them to an archive place. That way we can all read about and "re-live" some of the history that helped to make the server great!
Just before going live with the new server, I would suggest Rumors, Roleplay Central and Exigo get wiped.

I don't see a lot of issues here. Lock the redundant threads so no-one can post on them, make new ones for the new factions. There is too much wealth in the forums to see therm gone
