I would personally like to see just no old characters, not even elves or what have you as NPCs. Let people post the story of how their character met their heroic end or abandoned Sundren to its fate and let that be that. As for 'retirement-like rewards', I wouldn't have any objections to that, as long as they were minor. Something cool like a unique item with the old character's name (or just being allowed to keep such a retirement item if you already have one).
But it should be a curiosity or trinket rather than something that can create a huge power gap. No more people running around with swords that do +3d8 of various elemental damage while the rest of us are restricted to 1d4 pleaseUTC+8

One of the things I've always found irksome about Sundren as a relatively new player is the current retirement/reward program. In my mind, retirement rewards should boost the new PC along their path, but never prop them up to a place where an ordinary PC could never catch up.
The specific example in Sundren's case is the permanent stat boost granted to the higher tier rewards. XP, gold, and custom items are great, and things that any PC can earn in time, but there is simply no way to catch up to a permanent stat boost (and no, it wasn't minor. It made the difference between having EDM or not in many builds).
Those are my thoughts on what makes for good rewards vs. bad rewards, but all of that said, I think Sundren would only hurt itself by not starting everyone out at the same point: tabula rasa.WWW•REKOV•COM

There will be no tangible rewards handed out as a general rule. Everyone is losing their characters, so everyone will be starting at the same base line.
That said, I could count on one hand the number of players that got a stat increase as a result of retiring an epic level character, which needed to be level 22 or above.
