Does "Arcane Armour Training" fall under the Wizard bonus feats?

It does require Caster 3rd and is oriented around arcane casters exclusively. If not, can it be?

I was under the impression that this is one of those things that was made to give Sorcerers a niche apart from Wizards, given that sorcs, like bards, can now cast in light armor due to the nature of their natural spellcasting being less precise and more intuitive.

Bards, and Warlocks get Armored Caster, which ignores the ASF of light armor, but is useless with heavier armors. I am uncertain if Sorcs get the custom-feat, which simply reduces ASF for all armor weights, or the Armored Casting of bards and warlocks. The text of the Sorcerer class on the wiki implies the custom feat.

You have learned how to cast spells while wearing armor.
Prerequisites: Armor Proficiency (Light), caster level 3rd
Benefit: Your arcane spell failure chance from armor is reduced by 10%. This feat does not reduce arcane spell failure incurred by shields.

      Arcane Armour Mastery
You have mastered the ability to cast spells while wearing armor.
Prerequisites: Arcane Armor Training, Armor Proficiency (Medium), caster level 7th
Benefit: Your arcane spell failure chance from armor is reduced by 20%. This feat does not reduce arcane spell failure incurred by shields. This ability replaces, and does not stack with, the bonus granted by Arcane Armor Training.
In regards to the OP, I personally do not know if it counts as a wizard or sorc bonus feat.

          Can it be added?

The wiki lists Arcane Armor Training as requiring:

            Light Armor Proficiency,
            3rd Caster Level

... you can take this freely on any level where you would obtain a feat, no? Provided you meet those requirements?

Under stood but many casting class based feats require more than casting level. Look at most (if not all) divine feats. Or light armor proficiency for battle caster (bard/warlock)

When a fighter based feat is added, it is include in their bonus feats correct?

Feats are limited. For a non-fighter you have 5 feats (based on level 20), a few more if you dip.

Seven feats for nonfighters. Wizards bonus feats are tied to crafting and metamagic, as they should be, representing the wizard's study. Learning to move in armor is outside the typical wizardly discipline and will not be added to the list of wizard bonus feats.
