    I'm unsure whether this is a bug or an exploit and if I should report it.

    I can access the city indefinetely with refugee papers, although all NPC conversations that lets me have said papers state that they are one use only. Does this not break the drama of having a flying city on high alert?

    Well the rp side. If you are caught outside the poor side of town with only refugee papers watch out.

      I've often wondered if this was a bug myself, but I decided its probably intentional to reduce micromanagement re-buying Refugee papers repeatedly.

      Still, I'd prefer if it was literally a one-way trip, with the chit disappearing after you transition. It would make getting citizen papers a little more worthwhile.

        I've never once had to produce papers to anyone in the City, but ofcourse there is that. I do remember a lot of drama after the second sundering about city access, perhaps it's there's a reason it is so?

          If memory serves, there were plans for scripted system to where NPC Legionnaires would approach PCs at random times and ask for their papers. PCs caught without papers would get an insta-boot back to the Gate of the Sunderer. PCs with refugee papers caught outside Cheapside would get an insta-boot back to Cheapside.

          I think Polt wanted to get fancier with it in that if the same PC got caught doing it X amount of times that it was straight to jail or banned from the City, but obviously this system hasn't been implemented. Yet.

            I don't think I've ever not just bought the merchant or citizen papers as soon as I made a character...
