Does it work with bare hands?

You need a weapon to be a weapon master.

I think, last I recall, the assets were already there to make Unarmed an option for weapon master, but that might have just been NwN1.

I believe, if you make a fighter, and level it to 20, you can pick these feats for unarmed

This works for ranged weapons and all other melee weapons, though no one has leveled to 20 fighter with fists to my knowledge.

I can do some testing when I get home, but my initial inclination is to say that the lvl 20 feats will not work with unarmed strike. I'll report back after I've played with the 2da.
