A Bard Question

I saw that there is a new ability for bards in the new class system.

Question: do you have to remake your bard to gain the ability with skills or is it inherent to all bards now, no matter when you first created them.

It's currently not functioning, Polt has to fix it. But I believe when it is put in, bards will not need to be remade.
