I don't see any reason why min/level is too much to ask, it is obviously useful but not overly powerful.

From what I've noted, almost any use of arcane buffs in Wurest is pointless, considering the sheer number of [Edited]Lesser Spellbreaches those casters have, while divine spell-casters wander through unaffected.

Spellbreach ignores a dispel check and strips the strongest 2-4 arcane buffs of a pretty extensive list.

[Edited according to Cornuto's post below. Will need to check, as James Spellcraft regestered them using Greater, prior to the Sundering]

It does take away a lot of defensive arcane buffs, but mages are still very useful for providing offensive buffing, crowd control, and the defensive buffs that aren't removed by the spell.

I think the spell is balanced well enough for a level 20+ dungeon.

Quite agreed, just don't try tanking that area with an EK

Does this mean that if self-buffing or being buffed by another caster, that is 3 less buffs he can get? I am asking because they show up next to my portrait like magical buffs do, and are listed at the bottom of character sheet

It shouldn't effect those things at all, unless you have spells that would add to the same bonuses. Say for example, you have natural ac from an item. If you cast a spell that grants natural ac, they would not add to each other. You would get the bonus from either the spell or the item that is the better one. So if you have an item that gives +2 natural ac, and you cast a spell that gives +3 natural ac, you would benefit from +3 ac.

                Make sense?

Just a quick question: Does the change in the spells duration also apply to the item 'brooch of shielding'? Having an item that gives shield 3/day for 5 minutes seem fair and balanced, but having one that gives it for 36 seconds seems a waste.
