What would be required for a player or group of players to acquire an existing portion of the module (like an unused or underdeveloped area) for civil development? Examples: a wizard wanting to purchase a building to convert to an Alchemist Lab or Wizard's Tower, or a racial group purchasing land containing a burned-down ruins and converting it into a small community?

1. Ability for that area to contribute to the enjoyment of the server as a whole, and not act as a way to exclude non-clique members from roleplay.
2. Someone willing to map the area to our area design standards.
3. Investment of significant RP in seeing it come to light.
