Your not being difficult dear, and to clarify if the existing character does not have an already established Bio then you may create one for the character and enter it, but it will be judged based on the RP you have performed with the said character.

No, guys. I'm sorry, but the bio is FOR your ECL character. It cannot be an existing PC. The idea is to have you write an exceptional biography and an optional RP post in order for people to vote on the best sounding PC.

As I said, this is a break from the usual format, and we're just trying it out this month to see how it goes.

So if one does not desire an ECL character, they cannot participate this month?

They may participate, and still get the regular rewards besides the ECL. They have the option to forgo the ECL character if they wish. However, if they win, it will count as a win for one year.
