Ok, so I was wondering somthing.
The rules say ( Basically ) ---> After someone is killed by you, you are not allowed to PVP them for 2 week. It also states you may defend yourself if they attack you.

Now, what if they just start talking crap all up in your face, but don't attack? Do you just let them sit there and insult and talk crap to you? Also, for some people in certain groups (:P You know what I mean ) they defend their beliefs strongly. If someone just constantly downs their god and talks crap to them, are they allowed to get away with it?

To belittle the gods brings down their wrath on mortals. It is therefore unlawful to blaspheme against the gods where they wield power. Blasphemy is defined as the defamation of a god or gods. It is unlawful to blaspheme publicly against Helm, the Triumvirate, Waukeen, Tempus, Chauntea, Tymora, Red Knight, Selune, Oghma, and Mystra in all of Sundren. In addition, it is unlawful to blaspheme publicly against Umberlee in Port Avanthyr.

Crimes committed against the churches or clergies of the abovementioned deities are also considered blasphemy.
Depending on if they commit blasphemy they could be arrested or fined and such. Just something to consider.

Role play the confrontation the best you can. All confrontations do not need to end in a character verse character fight. For example, you can debate the gods or begin scheming and planning against your foe. If you feel they are trolling or griefing, try to resolve it out of character. If they continue to disrupt the flow of play, contact a DM in game or post in the help section. Try not to call anybody out on the public forums as it always ends bad, for both parties.

Atmosphere has this one well summed up. Try and resolve it.

I would add one last option, if you think it can't be resolved - SHED IT! Just leave. Life to short to pick fights with fools.

I usually talk to players OOC following a CvC altercation, and 99% of the time, we've mutually agreed to ignore the two-week rule going forward.

The rule's there to keep people from being douches, but if you talk to the player, there's a good chance they'll let the conflict continue without worrying about that two-week stuff.

If they don't, then I think proper protocol would be for the previously defeated PC to leave the area, take the swing, or roleplay in such a way that would not start another fight. If a defeated player is being provocative but refusing to start the CvC, that's griefing, IMO.

I didn't write the two week rule, but if both parties agree you can definitely get rid of it!

I think two weeks is pretty long time though.

I'm inclined to agree. A pvp a day keeps the doctor away.
