A question regarding the druid spell failure script

Was it intentionally done where removing the armor does not remove the spell failure effect?

I have several suggestions concerning the script triggering but I want to know the answer to this before I post them...

I did try to research this first but had no luck considering when most of the stuff regarding this script would have been posted...

I think it was meant to work this way. You should suffer the penalty for 24h

Confirmed what Maevan says. Else you could just unequip your armour to buff and then re-equip it whenever you like, which would be bypassing the 'oaths' a druid takes about not wearing metal. Druids of Mielikki can wear metal armours, I believe..
