Depends, if he's claiming to be the worlds best fisherman, but has a profession:fishing of 0 or 1, then he's... well.. he's pretty much like 90% of the rl bankside fishermen I've met.

I've had a couple of fairly well known RP characters that have never gone above level 5. A far more wholesome and less frustrating path then getting killed by double crits or lagspikes IMO; Fair enough you dont get undead limb grafts, dual spellcasting credentials or monsterous armour class scores but it can be interesting
