I would like to ask for help, I do not know how to end up the Kurz Cartel Join Quest. I found the package by the marsh called "Create of smuggled armaments" and now I should head to the Shield Mountains to find my contact with a pink hat. I have only one problem. I can't find the person. I've scanned the area thoroughly, almost got killed by Veritas, but couldn't find anyone.

In my eyes there are just few possible reasons. Firstly, I'm stupid or just blind. I know I'm not blind, but I can't exclude the first suggestion. Secondly, I have only one package and need more than one? Thirdly, it's just buggie and the person does not appear there?

If anybody has some nice idea, please contact me here, on this help line. Thank you.
