Concerning the area outside the Second Wind tavern, there seems to be a lot of confusion over whether it's considered a civilized area of Sundren, or not. It might seem axiomatic to some people, but I've heard arguments for both sides.
Even asking DMs, DMs seem to have differing opinions about it, thus far.
Considering this directly translates into how the Legion can enforce certain laws (legally, that is, they could always corruptly enforce things), it'd be nice to know if it was or not.
The biggest thing I've noticed, thus far, is the mask issue. Some DMs think it's fine, some don't. Some of the DMs said people should be able to wear masks there, since the whole point of the new place is it's not so thoroughly policed and enforced. Some other DMs seem to believe it's still not legal.
Whatever the case is, it'd just be nice to have some consensus. Thanks for your time!

There has to be some reason - I had thought when it was put in, that it was put on what would be the biggest egress/entry road in Sundren (or just off marginally) that goes to and from the Gates to the City. If that is so, it has to have a lot of traffic, and wouldn't it be patrolled by the legion - if it isn't patrolled by the legion and it IS a big road, it does give certain people even more reason to think that the legion isn't doing their job though, so that's a good thing
