If A forgotten realms god is not included in the list of dieties, is it still legal for play? I was considering making a character and I am not seeing Taiamat or Behamut on the list. (( this character is not attempting to be an RDD, I have my own reasons for the choice)) Are these valid choices? Or are we restricted to the lists provided?

Tiamat and Bahamut, to my knowledge, do not exist in the Forgotten Realms. Just find which portfolio they hold and then match it up to another Forgotten Realms deity.
EDIT: I was wrong, Tiamat exists after checking Faiths and Pantheons, however I don't see Bahamut.

Like all such 'unordinary' circumstances, whether someone playing a ECL race or a character with a peculiar background - I don't think it always makes no sense, and it's more a matter of circumstance.
Bahamut, for example, could be an extension of Torm, in a character's background. Let us say that an orphan grew up in a temple of Torm, and through such, they grew to learn about Bahamut, even if only vaguely. But, perhaps, this information they did learn was extraordinarly intriguing to them.
Their curiosity was picqued, so to speak. And through such, they began to voraciously devour knowledge about this fascinating deity, and through the knowledge that Bahamut is a god of Wisdom and Justice, they might find themselves drawn to worship such.
One need only look at reality to see that all sorts of individuals have found 'different' religious rites to prescribe themselves to. Rare? Certainly. Impossible? Not at all.
Another example is perhaps an individual was raised by a Dragon Disciple. Perhaps they were an orphan, taken in by a Gold or Silver Dragon Disciple, and that individual taught the child about Bahamut, and the many reasons why that deity is worthy of veneration.
I simply don't think we necessarily must dismiss the possibilities the player might be considering for their character, that's all.

On the topic of Bahamut, he was worshipped by plenty of non-draconic races. I point to the Dragonborn of Bahamut (which were changed from a template to a generic base race in 4th Ed). Basically, they were people who pledged themselves to uphold the values of Bahamut and to exist in his love, essentially becoming living embodiments of the Paladin way.
And yes, Bahamut is in FR.It is written: "I will destroy the wisdom of the wise; the intelligence of the intelligent I will frustrate." - I Cor. 1:19

Something interesting to soak in is this. If you read the books from Thomas M. Reid - The Empyrean Odyssey you will learn a lot about the triad, and also by the end of the trilogy some interesting things happen.
SPOILER WARNING! Do Not Follow this link if you do not want to know a crucial part to these books!!

I Think Snoop might find part of that page interesting in regards to Bahamut and why he is worshiped by humans and non draconics in later years.
Edit: By the way I just finished the 3 books and would strongly reccomend them to folks wanting to learn more about all the various plains and about the Triad.
