Suggestion to make this a stationary zone like alarm and not a mobile zone of immunity to rogues.

Negative. Unless its just a really large zone, just ran into it in game and it seemed to follow the person that cast it.

Most spells like that have the option of zone or self, so not sure the right rule on it.

I did something special with a select few of my custom spells that Obsidian refused to do. I allowed for level based sizes.

Zone of Revelation's area of effect is directly based on the caster's level. A 30th level caster could effectively shut down stealth in the entire exigo area if he cast it in the middle of the area. Thank god the duration is only 1 minute per level instead of hour per level huh?

I think there was a few other spells that worked like this, and I know Razor Rain was supposed to do this, but I never finished that spell.

(FYI Razor Rain was a Druid spell just like lightning storm for all intents and purposes, except that it radius was 5' per level, couldn't be cast indoors or underground, and hit EVERYONE! But it was real nasty.

while you can't persist it, you CAN extend it...

A high level cleric could really shut down an area to stealthers and such.
