Precisely why I think that the removal of the CR would, yes, bring problems along with solutions.
The problem I see is that people don't take things seriously...like some people who try to stick around to fight stuff they see having "effortless" but none the less is wailing on them.
The lack of the CR shown could also encourage partying more. People forming bands and groups to travel in to help eachother, etc. Though, yes, some level 3 will try to intimidate a higher level. So what? That happens irl. Some characters are bold or stupid and pick on a higher level. They get creamed, etc. I've seen it done. The only way to do that is stick by the pvp rules of consensual PvP. If the other does not consent to it, then okay. But if they are harassing your character, that rule is void and null IMO, no matter what level they are. A level 3 harassing a level 13 deserves to get wailed on. Killed? Depends on the higher level, but I think wailing on them, kicking them into the ground and leaving them there to bleed sends a better message than killing them. And if they continue with harassing, they get a permadead or banned player.
And even with the CR it still does not stop people from being jerks. They are just more aware that (oh, if they threaten me I'll shut up.) because they know that person is a higher lvel and could kill them. Consequently, if you don't know what level someone is, you are more cautious RP wise.
