I don't know if Sundren is keeping the feature of having an NPC with starting gear associated with various regions for PC's to flip through. But if a character is a native citizen they get no gear from this, a nice tradeoff might be being given citizenship papers if that system is still in use?

Another idea could be just a small bit of cash for locals.
But also some of those item awards vary pretty ridiculously. One place offers just some mundane arrows, while others offer full banded mail and weapons, and Halarah offer 6 potions and 6 scrolls.
I would like to see the Papers system being used for town citizenship. No magical signatures, but a little proof document you can flaunt in rp, like the Exigo trade permit

Sundren locals still get no starter gear, and without a Homeland feat will always have the dialog with the NPC about where they came from.
Papers would be a thematic option, if nothing else.
