Enable Quest turn-in when over-level for reduced reward

Definite issue with the current questing system is taht you can pick up quests at low levels, and then incidentally over-level their completion/pickup state.
Currently you can't turn in the quests at all, I think to prevent them being stockpiled to later levels and being turned in for a bunch of XP at once.

However, at level 11, you can no longer turn in any of the Viridale or Spittlefist bounties, regardless when you did them, for example.

It would be better, IMO, to permit turning in for either reduced XP (scaling down with level), or just to allow turn in for the cash value once over-level.

I don't think you should get XP, but you should still get the gold.

Why would there even need to be an arbitrary gating to XP like that? Like what purpose does it serve to give reduced XP or no XP?

as I understand it, the initial purpose was to prevent "hoarding" quests for turn-in until level 20 for epic experience (Saving all the quests would result in ~5000 experience all together, so a solid start into 20 if one were), but it is not written or indicated what the boundary levels are thus is quite easy to end up unable to complete.
