I know this has probably been discussed before, but I have three suggestions:
1. More traps, tricks, and locked doors and chests. Make some dungeons very difficult and almost impossible to negotiate unless you have a trained rogue with you. Or, make the really juicy areas only accessible to parties with rogues. I am having fun with my rogue, but it would be much more fun for him to be valuable to a party.
2. More light armor made specifically for high dex characters such as rogues. I have found very few magical padded armors or special rogue like clothing that is enchanted. Especially if we may be able to go up to level 30, the current armor would be impractical to characters with high dexterities that give more than a +8 bonus.
3. Give xp rewards for the use of hard skills, such as pick lock and disarm trap. A rogue would more likely go up in level and experience through using his skills than going out and killing a thousand goblins. There may be other skills that this would pertain to, such as learning new spells through scrolls, but that would be up to the DMs. I am not sure if you can implement this change without people abusing them; however, people grind and such, so what is the difference? In an NWN1 server I used to play on, they would give you a 25xp reward for picking locks or disarming traps. Now, some people tried to abuse it, but can you see yourself sitting there and picking over and over to get 25 xp? or maybe you could make it level dependent and difficulty dependent?
I remember in Baldur's gate, they gave rogues xp for their successful skill checks. Of course, I wouldn't give the xp to the entire party. I also remember that they gave mages xp for learning new spells through scrolls also.
