No classes are changing in response to the level cap of 15. That cap of 15 is just to keep everyone together during the relaunch. That cap will slowly expand back to 20 over time. How much time will depend on the activity of the player base and the server narrative.
That is to say, if you're planning your build to be maximally powerful at 15, that's your call, but eventually, there will be 20 levels to work with.
As to Trickster, I agree that it needs help.
I haven't dug into this class yet, but I'm shocked, saddened, dismayed to learn that Hide/MS aren't already class skills, and I could probably get behind a medium BAB, as well. I'll give it a good look; it will definitely be better when I'm done with it.

1. One or both of the following:
a) Reduce the Sneak Attack requirement to +1d6.
b) Reduce the spell requirement to 1st level arcane spells.
2. Increase the BAB to medium.
3. Increase the skill points per level by an amount that is up for debate.
4. Add Move Silently and Hide as class skills.
