I was on hiatus for a while, and now I'm noticing that a lot of quests have been broken by the changes to various areas. Some quest NPCs talk, some talk but don't give the proper dialogue, and others give the quests but they're broken so you can't complete them. I have two quests in my journal currently that have no title or text.
Also some stores no longer work. Gus and Guy don't seem to work, even after completing their quests. The guy at the docks that sells fishing rods and bait doesn't work either (probably due to the Avanthyr overhaul).
On a tangent, there's no way to tell store NPCs from unused named NPCs. Maybe color their names light green or something to identify them like quest and faction NPCs.
I'm going to post what I can find in the bugs section. My suggestion is to remove the affected NPCs or delete the dialogue option until they can be properly fixed. I know quests aren't high on the dev's priority list, so I think simply removing them for the time being would be easier. For the quest-locked stores, I suggest opening the stores unless there's a plot reason they should be locked.
Of course I know a lot of work went into these quests. I'm just suggesting they be shelved, not destroyed.
