I don't see a Problem with others being aloud to be blackhand, they just only get access to sestra. the Fortress of doom is for the big Three. Really though, I'd think those people would be pressed upon RP wise to turn to one of the evil three, anyways.

Agreed ^^! I know Datton would be attempting to turn them right away. But for the most part Sestra has been attempting to welcome those of non faith, a few exceptions in there.

I think allowing flags to be delivered in Sestra is a good idea, but i think the elite gear found in the citadel, should stay there, being of different faith in the blackhand is fine(within reason ofcourse), but it shouldn't be without consequences.

I can't see those who serve the tyrant being so lenient with who comes and goes in their super duper evil head quarters. Keep it the big three. I do like this talk of putting the flag drop and shops in Sestra though. Malar has been allied with Bane in the past too, I believe.
