The warhammer is a martial weapon and therefore only available to characters who have the martial weapon feat, either from class or level selection.
FWIW I sympathize and despise the whole weapon proficiency feat system.It is the greatest of all mistakes to do nothing because you can only do a little - Do what you can.

I think it's just a hold over from the 1st edition. Clerics were never allowed to use anything sharp.... circumcision in Greyhawk and the Realms must be really really painful....Bree - Bookkeeper and diplomat of Exigo.

A bizarre rule, I was always told it was to do with the idea that Clerics weren't allowed to spill blood. Fine and dandy idea if it wasn't for the fact that blunt weapons spill blood just as well most weapons, if not better than some.

I say let's have power, skills and so on increased by using them in an way that promotes active learning and refinement. For example HP only increasing as a direct result of combat experience. And lets refine the concept of HP. Give each character maybe 1-5 actual hit points but a larger pool of combat luck, HP are only depleted on critical hits, sneak attacks and after the depletion of the luck pool. Run out of HP before luck, you die. Run out of Luck and you'd best get the hell out of there as the next hit's got your characters name on it.
As for magic, PRC classes only. No magical base classes.
Make priests/clerics a non combat focused, diplomatic/healing/psychological skill monkey PRC.
