Well, if you compare how the Shadow-dancer summon reacts to stuff, it's more like a 'shadow elemental' rather than a baleful spirit. And besides, the Plane of Shadow is neutrally aligned. it's not it's fault if undead like to hang out there instead of the ethereal plane

Be sure to tell your local Legionnaires they're useless while Sundren is under martial law!
What you nitpickers are forgetting is that a shadowdancer summons looks enough like an undead that the average NPC commoners will wet themselves if a shadow is running amok. Keeping the peace is priority number one in such a situation, so if it looks like an undead, it'll be destroyed. End of discussion.
If a particular character wants to start a massive 'educate the populace on good shadows' campaign, then by all means go for it! But even Emiliana, who has high skill amounts in all the knowledges and lore, will dispatch shadows first and ask questions later if it means the denizens of the Valley are kept safe.

There's a lot of hurt there i am sure between the general populace and the Shar dogma given its about loss and grief and gnashing of teeth.

Im really not sure how subtle the shadowdancers summon is supposed to be (since no-one uses it anyway). I always imagined it as like a trick of the mind; like your own shadow moving indepedantly. The PnP description is simply that of a normal shadow, but with a different alignment.
Visually and practically it is an undead shade that looks like a bog-standard shadow, but with an RP depth on par with a Spirit Shamans guide, a Druids animal companion or a wizards familiar.It is the greatest of all mistakes to do nothing because you can only do a little - Do what you can.
