I propose its effects are changed to match the 2nd option available as per PnP rules:

-4 penalty on attack rolls, saves, ability checks, and skill checks.

That makes it a good spell.

Greater Bestow Curse would just double the penalties.

Aye it would be an undispelable opposite to Heroism, I like the sound of that!

Ray of Enfeeblement is a level 1 wizard spell and has a better effect for heavens sake
