The grey orcs are common in Sundren, but also warlike. One walking around in the city would likely be detained or killed honestly, the more I think about it. Adventurers might know better, that they are not of the same "horde" mentality as other orcs. Most would react to them with hostility or fear though, and the grey orcs should know it. We'll talk about a way to handle this.

I have a Grey orc character with a HIGH inti Score for a Race and Class that he is..he is Civilized and can do a proper Arguement with an Elf wizard if need be...he is ofcourse a monster but just like Humans and such...its onyl appearance..the individuals can be as different as all the Humans in the world. They should avoid civilized areas and the City entirely. I can deal with them being in the Tradeing Post being that Exigo sees tehm as potential customers, they dont have to like them to deal with them and aslong as they keep to the rules nothing wrong is being done. Also Registered Grey orcs are Government certified individuals with all the rights that follow to that.
So i dont see that big deal.
And remember kids..just because your ann Orc doesnt mean to have to be a bloodthirsty Baby'eating Monster with an aggression problem...It all comes down to Individuals even if its uncommon for that Race its still possible..just like Good Drow..Just because their race is evil in general doesnt mean they are. it a matter of upbringing and Views on life.

And that's exactly why Drow are a restricted race. Too many players are inclined to play them as 'different' and 'not so bad at all' if the option is offered freely. If there are more goodly Gray Orcs than evil ones, there is something wrong. Don't get me wrong, nobody is going to take your character away from you if anything's even decided to be done at all. If any measures are taken it's to prohibit that the situation gets further out of hand.

Grey orcs wouldn't be welcome in any guarded area with commoners. They could probably walk into the Grizzly's Embrace, which is only frequented by adventurers. The way adventurers react to things is very different from the common populace.

I'd like to mention one reason there's an equal amount of Half-Orcs is probably due to the fact Half-Orcs are statistically at a disadvantage to all other races in 3.0/3.5 edition. They receive more penalties than benefits, very similar to some of the Genasi. There's almost no incentive to play a Barbarian Half-Orc (beyond being an ostracized outcast) over being a Barbarian Human, except you can hope to get into the Hands of Gruumsh.
At some point many months ago while Gray Orcs were not very functional yet I did have a Gray Orc following Yurtrus, but I deleted it until such a time when they had been ironed out and in the end never recreated it.
I haven't noticed any of the orcish individuals looking to get into the Hands of Grummsh in recent time, but I can say one of the Gray Orcs I do know is active happens to devoutly follow Luthic, which I believe should make some of the dubious people happy to know. i too made a greay oc but couldn't level... or something was odd so i deleted it. incidentally he was NOT good aligned.
anyway i agree with the too many good aberrations/incarnations of evil races... it messes stuff up, makes them less aberrant and more pedestrian... so as a player i should take it upon my self to really consider the addition of my new character. look at what is on the server. check around. look at posts and bios... if you are trying to make a goodygoody barb grey orc and there are is already one in play... you are not only making your character a bit less special you are detracting from the already existing characters uniqueness as well.
that said i could see it perfectly acceptable to have 3 or even four grey orcs who are closely associated... perhaps they all worship lathander or somem such nonsense...
again though these four should KNOW that people will hate them for what they are. they should be careful in populous areas, and really avoid them at all costs... unless the have say an escort or another in road. if they disregard these precautions they should be harassed and even attacked on a regular basis.
and for the record i dont see any problem with the way things stand.

Just remember we arnt very far from the Spine; who by large have had centuries of war with orckind! Its a natural reaction to want to maim an orc; they are mobs after all!
