In public establishments throughout Sundren City, Aquor, Sestra, Port Avanthyr, the Second Wind, and Exigo, yellowed parchment handbills are appearing on bulletin boards: Text and images penned in dark black ink, the tops of the bills are dominated by a bold outline of a coin with a two-faced head. Along the bottom of the perimeter of the coin, the word "JUSTICE" is inscribed inside the circle in a large, bold, Gothic block-letter font.
Beneath, a fine, looping hand reads:
"Many brave citizens of Sundren have already embraced the call of true justice! Others have had the courage to bring us their pleas, and see justice done.
Justice is balance - equality - fairness, extended to any person, regardless of race, that has been wronged - that the written law of Sundren has left by the wayside. Any plea that is given with true and honest intentions will be considered, investigated, and dealt with in proportion to the nature of the crime.
Anyone may seek an audience: Place a message weighted by three small stones before the standing stones at the crossroads. We are watching. We are listening. We will hear you."
