    *The following text has been carefully worded and meticulously drafted, as evidenced by the perfect calligraphy imposed on each word. The proposition is encased in a fine vellum envelope and sealed with a wax indention of the symbol of Red Wizards, eight spheres evenly spaced, spiraling towards a vortex of power. The envelope itself is delivered to James Frazer's person while he is residing at the enclave by the hands of a Thayan knight.*

    This proposition between Thay and James Frazer, hereafter referred to as the host and client respectively, is penned for the purpose of establishing a warehouse for the Exigo Syndicate in the city of Aquor. The following conditions and stipulations listed are to ensure that both Aquor and Exigo benefit from the warehouse's presence and to add incentives for the Exigo Syndicate to promote the well being and employment of Aquor citizens.

    Condition #1:
    All imports into and through Aquor will incur tariffs of up to 20% but as low as 5% to help ensure that Aquor's wealth stays within Aquor.
    Stipulation #1.1: By agreeing If agreeing to train the refugees in Aquor to work for the local families and business in Aquor, the 20% tariff will be reduced by 5%. The host observes this stipulation as the client training, or at least proving that they have attempted such in good faith, a minimum of five refugees within the span of a year. The tariff reduction will increase further to 10% should the proprietor train at least twenty refugees within the span of a year.
    Stipulation #1.2: By employing at least 30% of your business' employees (within Aquor) with Aquor citizens, the tariff will be reduced by 5%

    ADDENDUM: These tariffs apply to exports as well.
    ADDENDUM: The host observes training to such that the trainer should strive towards his trainees eventually being able to expertly handle their craft skill and create high quality, although not necessarily masterwork, products to be competitive in local and inter-region markets.
    ADDENDUM: Citizens of Aquor are determined by the sovereign government, but are generally persons who reside within Aquor for at least two months.

    Condition #2:
    Exigo's warehouse will have full confidentiality and autonomy of operation from the hands of Thayan knights. This ensures no inspections and confiscation of goods and services, outside of accessing values for tariffs.
    Stipulation #2.1: This is subject to Sundarian law, should high authority in the City State of Sundren request an investigation and/or confiscation of your goods and/or services. While Thay is sovereign in Aquor, we seek to actively respect Sundarian law to the best of our capabilities.

    ADDENDUM: Any notification received by the enclave against the Exigo Syndicate by Sundren will be forwarded to Exigo.
    ADDENDUM: Clarification: the process of assessing items value and taxation will be in the hands of Red Wizards who will employ various methods, including magical means as well as tax collectors.

    Condition #3: Construction and logistic fees of litigating the real estate will be handled in its entirety by the client.
    Stipulation #3.1: Employing Aquor's citizens lead by the Whurest to handle the construction will afford a 10% discount.

    Condition #4
    :
    Should the warehouse prove detrimental to the well being and livelihood of Aquor, the client must enter negotiations with the host to add addendums to the contract to alleviate problems.

    ADDENDUM: This will be issued with no intent of action by Thay to ensure that relations between the Exigo Syndicate and Thay remain peaceful.

    Condition #5: Should the host show malicious intent or actions towards Aquor, his real estate and property will be seized and given to more responsible agents of the Exigo Syndicate. The host observes malicious intents and actions against Aquor as actively seeking to usurp the government or harm its citizens.
    Stipulation #5.1: Should the client's party, the Exigo Syndicate, prove to have malicious intent or actions against Aquor, then the real estate and contents within will be confiscated and the client's party expelled from the property.

    ADDENDUM: Clarification: this is merely to reflect the sovereignty of Thay in Aquor's law.
