I hope this correspondence finds you well.
Due to the local Druids' apparent inability to comply with simple lawful requests, any and all shapeshifting in public spaces will henceforce be enforced by myself and those under my purview as Excessive Use of Magic, the shapeshifter in question to be arrested and a fine levied. In the case of those found shifting into monstrous creatures or extraplanar beings of a wicked persuasion, lethal force will be used to protect law and order. Due to the recent threats against the City by those who call the woods home, I've followed your suggestion in ordering that none be brought to the City for imprisonment or fining, but rather be subject to these in any properly-equipped State facility on the Valley floor. The cooperation and assistance of groundside members of the 10th would be greatly appreciated.
Additionally, the shapeshifter known as 'Darwin' has drawn the ire of the Druid-folk due to recent actions. The evening past I received reports from several upstanding citizens of the Valley that Darwin is in fact a Malarite, and had captured some manner of spirit within the Viridale and sacrificed it upon an altar of Our Lady of Silver hidden within those woods. It would appear he is also responsible for the recent dragon sighting in that same area. Due to his serial disregard for the law and now corroborated rumors of blasphemy against the Moonmaiden, I wish to inform you of our intention to hunt this man down and see that he faces retribution for his acts.
Because of these things, I've given orders to the Northern Watch to randomly and periodically sweep the Second Wind and the high-traffic areas directly about it while warded with a True Seeing blessing. Any found not in their Gods-given shape will be questioned.
