After finishing two letters in her room at the Comfort Inn, Cora leaves one letter with the Myrios' Sentry Anderson and then travels to Port Avanthyr and leaves the other letter with the swashbuckler guard at the top of the steps, explaining it is for Julia Arvison.

I am sorry I have not stopped in lately to see if you had any more use of my services, but I've been keeping myself busy trying to get everything together for the proposal to the state. This is what I wish to talk about in this letter. It has been half a month since I started my proposal and I think it is now time to submit it.
I would like you to arrange a meeting between you, myself, and Julia so that we can discuss the final details of the militia. I would also like to seek you for any final advice on the proposal as well as find out to whom it would best be sent to within the Emperor's court.

The reason I am contacting you is because I would like to submit my proposal soon and have asked the Myrios to arrange a meeting between you, myself, and herself so that we can finalize the details of the militia's role within my proposal and get it down in writing.
